- $90,988 General Description and Classification Standards: Manages
the construction capital infrastructure projects for the City of
Atlanta’s Department of Watershed Management Facilities and
Conveyances. Facility construction includes water and wastewater
treatment plants, CSO’s, and pump stations. Conveyance construction
includes sewage collection piping, potable water distribution
piping, storm water piping, combined sewer storage tunnels and
green infrastructure. Manages capital transportation, roadway, and
trail projects for the City. This is a team lead or "foreman" level
position with a formally designated team of skilled employees,
either in one or multiple skilled specialties. Lead assignments
made on a job-by-job basis would be more appropriately at the
Senior level. Essential Duties and Responsibilities: These are
typical responsibilities for this position and should not be
construed as exclusive or all inclusive. Coordinates design, plans,
and the scheduling of capital infrastructure projects; assists in
the development of scopes of work, reviews cost estimates for
projects while maintaining compliance with state, and local
regulations. Performs constructability reviews as required. Manages
capital transportation, roadway, and trail projects for the City.
Directs project field inspection and field engineering staff,
ensuring that project deadlines are met. Reviews permit
applications for appropriate erosion control measures, proper sewer
connections to the public sewer, and proper grading and drainage of
proposed work. Works closely with the Capital Improvement Project
Team including representatives from Capital Project Division,
Engineering Support Services, Strategic Asset Management, Office of
Linear Infrastructure Operation, Office of Water and Wastewater
Treatment, and other City of Atlanta Departments. Meet the need of
Project Users (DWM), Internal Clients, and Customers by
understanding the user’s needs and expectations for the Project.
Establish project goals based on what the project will accomplish
according to the internal and external client’s expectations.
Develop and implement a project management plan that includes the
project scope and budget, project team organization, roles and
responsibilities, lines of communication, correspondence,
procedures, project schedule and deliverables, quality
control/quality assurance procedures, use of DWM guide
specifications, drawing standards, and involving team members in
the development and endorsement of the work plan. Establish and
maintain partnering or a formal management process in which all
parties to a project voluntarily agree at the outset to adopt a
cooperative, team-based approach to project development and problem
resolution to eliminate or at least reduce conflicts, litigation,
and claims. Manage resources by effectively monitoring project
schedule and expenditures to ensure that budget and schedule
objectives are achieved. Ensure quality so that project objectives
and requirements are achieved by developing a quality management
plan outlining the quality processes that should be followed
throughout the project. Monitor and verify delivery of services and
costs to ensure that the User’s project desired objectives and
requirements are met on budget and on schedule. Represents the City
of Atlanta as the owner's representative Field Project Engineer for
watershed project construction. Responds to emails and phone calls
from citizens concerning stream buffer rules and regulations and
assist them with the process of a buffer application. Mitigates
potential risks by incorporating clear and verifiable safety and
quality requirements and procedures and enforcing the contract
requirements for work plans, accurate specifications and safety.
Attends project status meetings, prepare bimonthly, monthly &
quarterly program and project cost reports. Formats and maintains
bi-monthly project status reports utilized by the Director to
determine existing progress and resources requirements. May perform
other duties as assigned. The above statements reflect the general

Knowledge of materials, methods, and the tools involved in
construction. Knowledge of surveying, engineering, and construction
methods. Knowledge of Planning, Engineering Design, and Project
Management. Skill in Word, Oracle, Primavera, Excel, Trimble Unity
Construct [FO1] , and other technical software in order to create
well structured documents, reports, spreadsheets, presentations,
proposals and other documents; skill in preparing effective and
strong oral and written communication; skill in reading,
interpreting, and producing legal documents such as legal
descriptions of property. Ability to maintain effective
interpersonal relationships at all organizational levels and with
the public; ability to demonstrate tact and diplomacy when dealing
with difficult or sensitive situations; ability to work
effectively, as part of a team to ensure team and business goals
are met effectively and efficiently; ability to work independently
when required, working effectively without supervision; ability to
maintain effective interpersonal relationships at all
organizational levels and with the public. Minimum Qualifications
Bachelor’s degree in Building Science, Architecture or Civil
engineering or related area. 2 years of Construction or Project
Management related experience. (A combination of professional
experience and education may be considered for the required degree
on an exception basis). Preffered Education and Experience -
Bachelor’s degree in Building Science, Construction Management,
Architecture, Civil Engineering or related area and 3 years of
Construction or Project Management related experience including 1
year of managerial and/or supervisory experience. Licensures and
Certifications - None. Work Environment: Required physical,
lifting, and sensory capabilities are requirements to perform the
job successfully. Typical environmental conditions associated with
job. Lifting Requirements: Light work : Exerting up to 20 pounds of
force occasionally, and/or up to 10 pounds of force to move
